RESUMO

Following recent events involving racism and violence in policing, the current study sought to understand factors associated with support for related social movements and worries about personal, family, and peer safety. Data were from 78 currently incarcerated young people (M = 16.5 years; 31% Black) and 20 juvenile prison staff (M = 40.3 years; 72% Black) via online surveys. A comparable proportion of young people (47.3%) and staff (47.4%) reported participating in the Black Lives Matter movement. Among young people, prior experiences with police were significantly associated with support for social movements and worries about safety concerning racism and violence in policing. Among staff, race, ethnicity, sexual orientation, and racial and ethnic identity were significantly associated with social movement support and worries about safety. Civic education and interventions to promote racial and ethnic identity may promote support for systemic change and buffer against worries about racism and violence in policing.

BACKGROUND: The risk of workplace violence and job burnout among Chinese correctional officers is high. Stress and insomnia may influence the relationship between workplace violence and job burnout; however, this influence has been rarely studied. This study aimed to explore the effect of workplace violence on job burnout among Chinese correctional officers and to assess the contribution of stress and insomnia to this effect. METHODS: In this study, the workplace violence scale, the Assens insomnia scale, the 21-item Depression Anxiety Stress Scale, and the Maslach Burnout Inventory-General Survey scale were used to assess the workplace violence, insomnia, stress, and job burnout experienced by the 472 correctional officers, respectively. RESULTS: The results showed that (1) workplace violence was significantly and positively predictive of job burnout, (2) workplace violence affected job burnout through the mediation of stress, (3) workplace violence affected job burnout through the mediation of insomnia, and (4) stress and insomnia played fully interlocking mediating roles in the effect of workplace violence on job burnout. CONCLUSION: Stress and insomnia may play a full mediating role in the relationship between workplace violence and job burnout. This suggested that correctional officers may take measures to reduce stress and improve insomnia, thereby reducing their job burnout. Further research may focus on the development of effective interventions to reduce stress and improve insomnia among correctional officers.

BACKGROUND: Public safety workers (PSWs), including correctional officers (COs), law enforcement, firefighters, emergency medical service, and military personnel, are at risk of organizational stress and burnout. Exposure to traumatic events, job hazards, injuries, fatalities, and work-related stressors such as work overload, irregular shift assignments, and lack of administrative support can negatively impact PSWs' mental health. Peer support programs (PSPs) have been cited as an intervention to address the mental health of PSWs. PURPOSE: The purpose of this review is to explore the use, including facilitators and barriers, of PSPs to reduce organizational stress and trauma for PSWs. Implications for COs will be discussed. METHOD: A scoping review was conducted using the Arksey and O'Malley methodology. A search was conducted for articles published between 1996 and 2021 using six databases. Selected articles described, implemented, or evaluated peer support as an intervention to reduce PSW organizational stress and trauma. FINDINGS: Thirteen articles met eligibility criteria. Organizational support, including policies, practices, and peer leadership training, contributed to the sustainability of PSPs. Confidentiality, trust, and shared lived experience were also essential to PSP. Stigma was identified as the primary barrier to participation. Public safety workers found PSP helpful in normalizing experiences, increasing hope, and decreasing stigma. Peer support programs also serve to bridge the gap in mental health services use. CONCLUSIONS: Peer support programs are a potential mental health intervention to reduce organizational stress and trauma for COs. Awareness of the facilitators and barriers to PSPs is the first step in developing such programs.

The COVID-19 pandemic continues to affect prisons internationally. Existing research focuses on infection data, meaning we do not fully understand how COVID-19 shapes frontline prison dynamics. We draw on qualitative interviews with 21 Canadian federal correctional officers, exploring how the pandemic impacted prison management. Officers suggested inconsistent messaging around COVID-19 protocols reduced institutional and officers' self-legitimacy, fracturing trust relationships with incarcerated people. Furthermore, officers suggest that personal protective equipment such as gowns and face shields took on multiple meanings. We use Lévi-Strauss' floating signifier concept to analyse how individual definitions of 'safety' informed day-to-day prison routines. We conclude by arguing that legitimacy deficits and contested definitions of 'safety' will continue to create uncertainty, impacting prison operations going forward.

Burnout is a recognized risk factor for poor organizational commitment across occupational groups. This has not been explored among Sri Lankan prison officers previously. The aim of this article is to identify whether burnout was an associated risk factor for poor organizational commitment in this occupational group. A cross-sectional study was conducted among 1803 prison correctional and rehabilitation officers in 32 prison institutions across the country. Multistage sampling was used. The "Organizational Commitments Questionnaire" was used following judgmental validation. Risk factors identified through literature were analyzed using bivariate analysis, followed by logistic regression analysis. Three-hundred and sixty-six participants (20.3%) had poor organizational commitment. Burnout was found significant in the bivariate analysis, and in the logistic regression analysis at P < 0.001 (odds ratio: 2.2, 95% confidence interval: 1.7-2.8). Burnout was an associated risk factor for poor organizational commitment in Sri Lankan prison officers. Interventions for employee burnout would contribute to improved organizational commitment.

The SARS-CoV-2 pandemic has posed a challenge for correctional facilities worldwide. People in such settings are more vulnerable to severe forms of infection and it is impossible to completely isolate inmates from the outside world. This study aimed to assess the antibody-mediated immune response in terms of neutralizing antibodies against Alpha, Beta, Gamma and Omicron (sub-lineage BA.1) variants of concern after two doses of mRNA vaccine in correctional officers and inmates from an Italian correctional facility. Most of the correctional officers (56.5%) and inmates (52.3% and 63.6%) retained their neutralizing activity toward the Alpha and Gamma variants, respectively. By contrast, the most striking reduction in comparison with the ancestral virus was found in the antibody response toward the Beta and Omicron variants, in both correctional officers (91.2% and 93.9%) and inmates (85.1% and 92.8%). In addition, subjects who had undergone primary vaccination and had previously been naturally infected had higher neutralizing antibody titers toward the 4 variants than negative subjects. Overall, our findings indicate that primary mRNA vaccination is able to induce neutralizing antibodies toward the ancestral virus, while titers toward variants may vary, depending on the mutations harboring by the variants. Although the correctional setting is often considered distinct or isolated from the wider society and sanitary system, the health of correctional workers and prisoners is inexorably linked to the public health of the country as a whole and it is of paramount importance to monitor the antibody response in these settings.

Tuberculosis (TB) prevention in prisons remains a problem that requires advocacy and partnership action. A correctional officer (CO) is responsible for enforcing the rules and maintaining routines at a prison and has the authority to support TB prevention under the limitations of health manpower in prisons. The objective of this cross-sectional study was to determine the health literacy (HL) and practices of TB prevention and their association among Thailand's COs. A total of 208 COs participated using a random sampling method. A self-administered questionnaire on HL and TB prevention practices was used for data collection. Descriptive statistics, Pearson's chi-square test, and binary logistic regression were used for the association analysis. The majority of the participants were male (71.2%), married (60.1%), had a bachelor's degree (60.6%), and had never been trained in TB prevention (90.9%). In total, 63.0% had adequate HL, whereas 78.4% had good practices, and this corresponded with personal prevention (75.5%) and work prevention (74.6%). Significant associations were identified for education, and communication, decision-making, and self-management skills (p < 0.05). The probability (adjusted odds ratio [95% CI]) of good practices was higher among participants with adequate communication skills (7.92 [2.15-29.24]), adequate decision-making skills (6.00 [1.86-19.36]), bachelors' degree or higher-level education (3.25 [1.12-9.39]), and adequate self-management skills (2.95 [1.08-8.11]). The study findings show that most of the COs have adequate HL which is associated with good practices in TB prevention. Prisons should support HL development among COs for partnership and sustainable TB prevention under the constraint of health personnel.

Background: Researchers and practitioners have begun to recognize and empirically examine the mental health challenges facing public safety personnel (PSP). Empirical results from longitudinal data collection among PSP remains extremely scant, particularly for institutional correctional workers. We designed the current study to assess the mental health of Correctional Service of Canada (CSC) correctional officer recruits (CORs) across time to help clarify potential challenges to or protective factors for mental health across correctional officer (CO) careers. Methods: The current study uses data from the Canadian Correctional Workers' Wellbeing, Organizations, Roles, and Knowledge (CCWORK) study. The study uses a longitudinal design with self-report surveys administered online prior to CORs beginning the CSC Correctional Training Program. Initial baseline survey data were used to assess demographic information and mental health symptoms endorsed at the outset of the training program. Results: Participating CORs (n = 265; 40% female; age = 32.8, SD = 9.1) began training between August 2018 and July 2021. Participants were less likely to screen positive for one or more current mental health disorders (i.e., 4.9%) than previously published rates for serving correctional officers (i.e., 54.6%), including reporting lower rates of posttraumatic stress disorder (i.e., 2.4 vs. 29.1%) and major depressive disorder (i.e., 1.9 vs. 31.1%). Conclusion/Impact: Prevalence of positive screens for current mental health disorders in CORs appears lower than for the general population, and significantly lower than for serving correctional officers. The current results suggest an important causal relationship may exist between correctional work and detrimental mental health outcomes. Maintaining the mental health of correctional officers may require institutionally-supported proactive and responsive multimodal activities.

BACKGROUND: Correctional officers' personal resources, such as psychological capital (PsyCap), may help them better manage their work environment in the penitentiary; however, there is limited research on the relationship between indicators of well-being and types of demands in this cohort and whether this relationship depends on PsyCap. OBJECTIVE: The aim of this study was to examine three types of demands (job, personal, and group) and the effect of each on three indicators of low well-being: burnout, physical and mental health complaints. We also tested the potential moderating role of PsyCap in the relationship between the three types of demands and indicators of well-being. METHODS: The potential moderating role of personal resources (PsyCap) between demands and well-being was tested via hierarchical multiple regression on a sample of 350 correctional officers. RESULTS: Results show that psychological capital attenuates the effect of personal distress and negative team relationships on all three indicators of low well-being. Psychological capital also moderates the relation between work-family conflict and mental health complaints. However, it does not act as a moderator between work-family conflict and burnout or physical health complaints. CONCLUSIONS: The findings are of value because they emphasize the importance of psychological capital, as a personal and malleable resource, for the occupational health of correctional officers.

BACKGROUND: The public safety sector includes law enforcement officers (LEO), corrections officers (CO), firefighter service (FF), wildland firefighting (WFF), and emergency medical services (EMS), as defined in the National Occupational Research Agenda (NORA) of the National Institute for Occupational Safety and Health (NIOSH). Across these occupations, shiftwork, long-duration shifts, and excessive overtime are common. Our objective was to identify research gaps related to working hours, sleep, and fatigue among these workers. METHODS: We used a scoping review study design that included searches of MEDLINE, Embase, CAB Abstracts, Global Health, PsychInfo, CINAHL, Scopus, Academic Search Complete, Agricultural and Environmental Science Collection, ProQuest Central, Cochrane Library, Safety Lit, Homeland Security Digital Library, and Sociological Abstracts using a range of occupational search terms and terms related to working hours, sleep, and fatigue. RESULTS: Out of 3415 articles returned from our database search, 202 met all inclusion criteria. Six common outcomes related to working hours, sleep, and fatigue emerged: sleep, fatigue, work performance, injury, psychosocial stress, and chronic disease. Nearly two-thirds (59%, n = 120) of the studies were observational, of which 64% (n = 77) were cross sectional and 9% were (n = 11) longitudinal; 14% (n = 30) of the studies were reviews; and 19% (n = 39) were experimental or quasi-experimental studies. Only 25 of the 202 articles described mitigation strategies or interventions. FFs, LEOs, EMS, and WFFs were the most studied, followed by COs. CONCLUSIONS: In general, more longitudinal and experimental studies are needed to enrich the knowledge base on the consequences of long working hours, poor sleep, and fatigue in the public safety sector. Few experimental studies have tested novel approaches to fatigue mitigation in diverse sectors of public safety. This gap in research limits the decisions that may be made by employers to address fatigue as a threat to public-safety worker health and safety.

RESUMO

Reflecting on new trans prisoner placement policies within Canadian federal prisons, in light of recent changes instigated under the Canadian Liberal Trudeau government, we provide knowledge from cisgender correctional officer (CO) recruits regarding these policy changes and underscore their views of working with officers who identify as transgender. Canada's new policies recognize the presence of trans prisoners and create new protocols accordingly, simultaneously challenging some of the foundational tenets of the carceral system. While overwhelming support exists from cisgender recruits for their trans colleagues, support among a relative minority of COs is contingent upon notions like safety and security grounded in a dominantly cisgender prison culture; a culture we situate within the wider context of an unsettled correctional prison culture.

BACKGROUND: Although United States (US) correctional workers (correctional officers and health care workers at correctional institutions) have experienced unprecedented stress during the COVID-19 pandemic, to date, there are no systematic data on the mental health impact of COVID-19 on correctional workers. OBJECTIVE: To determine the perceived mental health burden of the COVID-19 pandemic on correctional workers and to explore the relationship between workers' mental health, social demographics, and environmental/work factors. In particular, the study sought to examine if occupational role (correctional officers vs. health care workers) or sex were associated with mental health status. METHODS: This cross-sectional survey was conducted in 78 correctional sites in Pennsylvania, Maryland, West Virginia and New York from November 1 to December 1, 2020. There were 589 participants, including 103 correctional officers and 486 health care workers employed at the correctional facilities. Measurements included the Patient Health Questionnaire-9, Generalized Anxiety Disorder-7, Adult PROMIS Short Form v.1.0-Sleep Disturbance, Impact of Event Scale-Revised, Maslach Burnout Inventory 2-item, and Connor-Davidson Resilience Scale 2-item. RESULTS: Approximately 48% of healthcare workers and 32% of correctional officers reported mild to severe depressive symptoms, 37% reported mild to severe anxiety symptoms, 47% of healthcare workers and 57% of correctional officers reported symptoms of burnout, and 50% of healthcare workers and 45% of correctional officers reported post-traumatic stress symptoms. Approximately 18% of healthcare workers and 11% of correctional officers reports mild to moderate sleep disturbance. Health care workers had significantly higher depression and sleep disturbance scores than did correctional officers, while correctional officers had significantly higher burnout scores. Female correctional workers scored significantly higher on anxiety than their male counterparts. Increased workload, workplace conflict, younger age of employees, trust in institutional isolation practices, and lower work position were associated with increased burnout. Despite experiencing high mental health burden, correctional workers showed high resilience (60%). CONCLUSION: We found a high level of psychological symptoms among health care workers in correctional settings, and this population may experience unique challenges, risks and protective factors relative to other health care workers outside of correctional settings. Understanding these factors is essential for developing effective interventions for correctional workers.

This study measured the heart rate (HR) responses to a formation run (group run completed along a set route) performed by higher fitness (HF), moderate fitness (MF), or lower fitness (LF) custody assistant (CA) recruits. Retrospective data from 26 recruits (12 males, 14 females) were analyzed. Prior to academy training, a YMCA step test was administered. Recruits were divided into three groups based on recovery HR: top 25% were HF; bottom 25% were LF; the rest were MF. Recruit HR was measured during a formation run completed at an ~11-minute mile · pace-1. HR zones were defined as: very light (< 57% of age-predicted maximum heart rate [HRmax]); light (57%-63% HRmax); moderate (64%-76% HRmax); vigorous (77%-95% HRmax); and very vigorous (> 95% HRmax). A one-way ANOVA, with Bonferroni post hoc, calculated between-group differences in time spent and percentage of total time in the HR zones during the run; effect sizes (d) were also calculated. HF recruits spent a significantly longer time and percentage of total time in the very light HR zone compared to the LF group (p ≤ 0.039; d = 1.20-1.35). There were no other significant between-group differences (p = 0.070-0.980). HF CA recruits spent more time in the very light training zone compared to the other groups (d = 0.92-1.35), which may not be optimal for aerobic adaptations. LF recruits spent more time in the vigorous-to-very vigorous HR zones (~45 minutes; 70% of the run). These recruits may potentially be working above their current capacity. Formation runs may not be the most efficient aerobic conditioning method for all CA recruits.

Despite the large societal and personal cost associated with the detainment of juvenile offenders in residential facilities, little is known about the factors that contribute to youth behavior while incarcerated. One factor that may be of importance to maintaining security within facilities and improving rehabilitation efforts is youth's perceptions of correctional staff, namely, youth's perceptions of positive staff characteristics (e.g., friendliness; helpfulness) and staff behavior toward youth (e.g., fair punishments). Accordingly, the current study used the National Survey of Youth in Custody across two cohorts to better understand youth perceptions about staff by examining rates of these perceptions within juvenile detention centers nationwide. Furthermore, given the overrepresentation of marginalized groups in the justice system, systematic differences in youth's perceptions about staff were evaluated based on demographic characteristics, including age, race, sex, and sexual orientation, to better understand how these characteristics influence youth perceptions. Results suggested several significant differences based on demographic characteristics, with the most prominent and consistent differences associated with race and age, with Black youth and older youth having the least positive views of staff. Interestingly, non-heterosexual youth were more likely to view staff characteristics as positive than heterosexual youth. Implications of findings are discussed.

OBJECTIVES: To estimate hypertension prevalence and associated factors among female correctional officers (FCO) in female Brazilian prisons. METHODS: Cross-sectional, analytical study conducted in 15 female prisons in all five Brazilian regions between January 2014 and December 2015. The study population consisted of correctional officers with at least 6 months in the position. The sampling included 40% of FCO present in the prison during data collection, yielding 295 FCOs. Data were collected via Audio Computer-Assisted Self-Interview. A physical examination of participants was conducted including blood pressure, weight, and waist and hip circumference. The Odds Ratio and confidence intervals for independent factors were estimated. RESULTS: Hypertension prevalence in correctional officers was 37.9%, (95% CI 32.1-44.0). Hypertension was associated with obesity (95% CI = 1.884-9.947), cardiovascular disease (95% CI = 3.348-16.724), and participation in the specific training course for the relevant position (95% CI = 1.413-9.564). CONCLUSIONS: While findings, except for the last factor, are not novel, this is the first such study conducted in Brazil. Hypertension prevalence among this pool of all female correctional officers is higher than in the average population, and FCOs associate this with the prison environment. Current training does not appear to address this problem. Especially since prison populations are growing in Brazil, this problem needs to be addressed for the health of the FCOs and the prisoners in their care.

RESUMO

This editorial describes why surge planning in the community must account for potential infection outbreaks in jails and prisons, and why incarcerated people and those in contact with them, including over 450,000 correctional officers and thousands of healthcare staff working in prisons, are at significant risk of COVID-19 exposure. We then explain how our nation's jails and prisons will continue to serve as breeding grounds for devastating COVID-19 outcomes and offer specific guidance and a call to action for the immediate development of correctional healthcare strategies designed to protect the health and safety of patients and correctional and healthcare staff and the communities in which they are situated. Correctional officers and correctional healthcare professionals need the nation's reassurance during this dire time that they will not be abandoned and further stigmatized for responding to the needs of incarcerated people. Our collective health depends on it.

Misconduct in prison is a phenomenon, which by its nature is hard to observe. Little is known about its origins and its modifiability. This study presents data on the level of misconduct in prison perceived by staff members and examines its impact on occupational factors. Data from officers, which also included i.e. team climate, job satisfaction, self-efficacy, and sick days, was collected at three different correctional units in Berlin, Germany (N = 60). The study reveals higher rates of perceived misconduct in prison on regular units as compared to treatment units within the observed facilities. In addition, regression analysis provides evidence for an association of rates of misconduct in prison, sick days, and low self-efficacy. Results are discussed in terms of providing a model that supports the idea of a network entailing occupational factors and misconduct in prison and which can be utilized to target misconduct in prison with suitable interventions.

Internationally, researchers studying correctional officer (CO) work have examined CO self-presentation, staff-prisoner relationships, and emotional labor. We build on this research by drawing on occupational literature to examine officer mental health outcomes that result from correctional work. We examine the impact of working in prison on COs' well-being, paying particular attention to aspects of the work content (operational stressors) and context (organizational stressors). In conducting semi-structured interviews with COs in Atlantic Canada, we found that COs identified a number of operational stressors as impacting their mental health, specifically generalized violence among prisoners, direct and vicarious violence, and ongoing harassment. COs identified organizational stressors, including a work culture that discourages visible emotional responses to operational stressors, a lack of support from management, and inadequate procedures for dealing with workplace violence and harassment, as factors that exacerbate and contribute to negative mental health outcomes.

We investigated to what extent correctional officers were able to apply skills from their self-defence training in reality-based scenarios. Performance of nine self-defence skills were tested in different scenarios at three moments: before starting the self-defence training programme (Pre-test), halfway through (Post-test 1), and after (Post-test 2). Repeated measures analyses showed that performance on skills improved after the self-defence training. For each skill, however, there was a considerable number of correctional officers (range 4-73%) that showed insufficient performance on Post-test 2, indicating that after training they were not able to properly apply their skills in reality-based scenarios. Reality-based scenarios may be used to achieve fidelity in assessment of self-defence skills of correctional officers. Practitioner summary: Self-defence training for correctional officers must be representative for the work field. By including reality-based scenarios in assessment, this study determined that correctional officers were not able to properly apply their learned skills in realistic contexts. Reality-based scenarios seem fit to detect discrepancies between training and the work field. BACKGROUND AND AIMS: Fentanyl and derivatives are lethal components of North America's opioid crisis. Prisons often house a disproportionate number of illicit opiate users. To date, no on-the-ground empirical research exists on how opioids are altering the health and risk profile of prisons. The objectives of this study were to examine (1) how fentanyl and its analogues have shaped the prison experience for prisoners; and (2) how these opioids have altered the occupation of correctional officers (CO's). METHODS: We conducted semi-structured interviews with 587 adult prisoners and 131 COs across four provincial prisons in Western Canada. Prisoners were recruited on their housing units and randomly selected. COs were recruited through non-probability, theoretical sampling. We employed a generalized prompt guide and asked a range of questions pertaining to how the presence of fentanyl and its analogues have changed the prison experience for prisoners and have impacted the work routine of COs. Interviews were digitally recorded, transcribed verbatim, thematically coded and analyzed using Nvivo 11. RESULTS: For prisoners, we identified four main results: (1) the presence of fentanyl leads to an increased number of overdoses; (2) prisons are nonetheless perceived as a comparatively safe place to use drugs; (3) fentanyl is often mixed into other drugs, making it hard for drug users to avoid fentanyl; and (4) prisoners fear fentanyl is being weaponized. For officers, we identified: (1) increased fears about inadvertent personal exposure or widespread institutional opioid contamination; (2) fear of targeted poisonings; (3) changing attitudes towards opioid-using prisoners; and (4) a declining commitment to correctional careers. CONCLUSION: The presence of fentanyl in prisons has significantly influenced how prisoners experience prison and relate to each other and how COs perceive their job. COs now identify fentanyl as the greatest risk to their safety in prisons.
